Departmental Overview
In the past few years, the UC Berkeley campus has made some significant changes to the way in which administrative services are delivered. The first set of changes led to the creation of Campus Shared Services (CSS) to provide reliable, consistent and quality administrative support to nearly all campus units. While these changes resulted in instances of excellent administrative support, we are also facing a set of related challenges; primarily:
Processes that require clarification and improvement
Dissatisfaction with the organization, oversight, and delivery of Research Administration (RA) services
An increasingly fragmented and acrimonious organizational culture
During Summer 2016, the campus intensified its focus on improving Berkeley's research administration, by initiating an interrelated set of three major projects to improve: (1) end-to-end processes, (2) service delivery, and (3) culture. This set of interrelated initiatives is designed to optimize the delivery of administrative services in support of the academic mission.
This position provides strategic project- and change- management for the complete set of initiatives. The incumbent will work with campus leaders to (1) effectively oversee the people side of change and (2) thoughtfully phase and manage the various sub-projects that will support the overall initiative's implementation.
The position: Involves assessing organizational and strategic issues and providing guidance through organizational development solutions such as facilitating assessments, strategic planning, and culture-change and process-oriented approaches to enhance institutional performance. Consults with leaders, departments, and committees to address root causes of organizational effectiveness issues using a systematic approach. Analyzes current organizational purpose, structure, relationships, policies, systems, and data. Recommends and facilitates improvements ensuring alignment with organizational strategy.
Provides collaborative leadership, strategic planning, facilitation and project management to optimize delivery of administrative services to support the academic mission.
Applies advanced organizational development concepts and selects appropriate methods and techniques to further the implementation of three major projects in progress: 1) End-to-end processes, 2) Service Delivery and 3) Culture
Ensures that project milestones and goals are met and adhere to approved budgets.
Develops compelling case for change to build awareness and buy-in for regional model.
Supports and coaches all levels of managers and supervisors as they help direct reports through transitions.
Assesses complex situations, identifies desired improvements and works with clients to address issues such as resistance to the new regional model and associated business processes.
Understands business needs and ensures that systems, both technical and non-technical, can support those needs.
Defines and measures success metrics.
Develops a set of actionable and targeted activities that move the project through a successful change process.
Leads cross-functional projects and teams to solve complex organizational issues.
Works with culture SME to promote specific management practices within the region that support the overall strategic objectives of the new regional service delivery model.
Works with communications SME to develop a communication plan to support project implementation.
Partners with the process improvement consultants to ensure timely implementation of recommendations resulting from their work.
Recommends other project partners as needed, drawing from appropriate campus resources
Engages in ongoing professional development.
Required Qualifications
Advanced knowledge of the organizational development and effectiveness field, theories, models to assess, design and implement customized, strategic organization interventions.
Knowledge of the consulting process to effectively lead engagements from inception to conclusion.
Demonstrates strong analytical, problem-solving, project planning and implementation skills.
Possesses strong consulting, relationship building, and strategic thinking skills.
Applies strong verbal, written communication and presentation skills.
Demonstrates skill consulting to managers and groups at all levels.
Demonstrates ability to learn quickly, reason, synthesize and generalize based on information obtained.
Sound judgment, ability to draw unbiased conclusions.

Demonstrated knowledge working in a Research University environment is required. Familiarity with UC Berkeley's community and culture is strongly preferred.
Bachelors degree in related area and/or equivalent experience/training. Advanced degree preferred.
Certifications in change management. e.g. Prosci (preferred) and/or project management, e.g. PMP (preferred)

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
